Peer Review Process
Peer review is a fundamental component of the Petroleum Research Center Journal’s commitment to maintaining high standards of scientific quality, integrity, and originality.
Manuscripts shall not be published until they have completed the required peer-review and revision processes and comply with the Journal’s Author Guidelines and publication ethics policies.
The Journal adopts a single-blind peer-review process, in which reviewers are aware of the authors’ identities, while the identities of reviewers are not disclosed to the authors.
10.1 Initial Screening
Upon submission, each manuscript shall undergo an initial editorial screening to determine whether it falls within the Journal’s scope and meets its basic requirements regarding scientific quality, originality, ethical standards, formatting, and submission guidelines.
Manuscripts that do not meet these requirements may be rejected without external peer review.
10.2 Selection and Assignment of Reviewers
Manuscripts that pass the initial screening shall normally be assigned to at least two independent reviewers with appropriate expertise in the subject area. Reviewers shall be selected based on their qualifications, research experience, scientific competence, and absence of relevant conflicts of interest.
10.3 Peer-Review Procedure
- Reviewers shall evaluate manuscripts objectively and independently using the Journal’s established review criteria and evaluation forms.
- Reviews shall consider the manuscript’s originality, scientific significance, methodology, validity of results, discussion, conclusions, presentation, and relevance to the Journal’s scope.
- Reviewers shall maintain strict confidentiality and shall not disclose, use, or distribute information obtained through the review process.
- Reviewers shall declare any actual or potential conflict of interest and decline the assignment where impartiality may be compromised.
10.4 Review Timeframe
Reviewers are normally expected to submit their reports within 15 days of receiving the manuscript. Where a reviewer is unable to complete the review within the specified period, the reviewer should promptly inform the Editorial Committee.
The Editorial Committee may extend the review period or appoint an alternative reviewer when necessary. Failure to complete an accepted review without reasonable justification may affect the reviewer’s eligibility for future assignments and any applicable review honorarium, in accordance with the Journal’s policies.
10.5 Review Outcomes
The Editor shall consider the reviewers’ reports and make the appropriate editorial decision.
Where reviewers’ recommendations differ substantially, the Editor may seek an additional independent review before reaching a decision.
A manuscript may receive one of the following decisions:
- Accept: The manuscript is suitable for publication without substantive revision.
- Minor/Major Revision: The manuscript requires specified revisions before a final decision can be made.
- Reject: The manuscript does not meet the Journal’s scientific, ethical, or editorial standards for publication.
All peer-review reports and editorial decisions shall be treated as confidential and disclosed only to those directly involved in the editorial process.
10.6 Post-Review and Publication
Where revisions are requested, the manuscript shall be returned to the authors together with the relevant editorial and reviewer comments. Authors shall address the comments carefully and provide a clear response to each substantive point.
A revised manuscript may be returned to the original reviewers for further evaluation where appropriate. Following final acceptance, the manuscript shall undergo copyediting, typesetting, proofreading, and final production. Each published article shall be assigned a unique DOI and published online and/or in the relevant issue of the Journal.
10.7 Appeals Against Editorial Decisions
Authors may appeal a rejection decision where they believe that the decision resulted from a significant procedural error, factual misunderstanding of the manuscript, or a reviewer conflict of interest.
- An appeal must be submitted in writing to the Editor-in-Chief within 30 days of the decision and must clearly state the specific grounds for the appeal.
- The Editor-in-Chief shall review the appeal and may uphold the original decision, seek an independent additional review, or refer the matter to the Editorial Committee for consideration.
- The appeal process is intended to address procedural or substantive concerns, and not simply to request reconsideration because an author disagrees with a reviewer’s scientific judgment.
- The outcome of the appeal shall be communicated to the author in writing within 45 days, where practicable. The decision following an appeal shall be final.
11. Reviewers' Responsibilities
Reviewers play a fundamental role in maintaining the scientific quality, integrity, and credibility of the Journal. Reviewers shall:
- Respond promptly to review invitations and decline the assignment if they lack the appropriate expertise, have a conflict of interest, or cannot complete the review within the specified timeframe.
- Provide a thorough, objective, constructive, and well-supported evaluation of the manuscript based on the Journal’s review criteria.
- Provide clear, respectful, and professional comments that assist authors in improving the scientific quality and presentation of their work.
- Maintain strict confidentiality regarding the manuscript, its contents, data, and the review process, and shall not share or discuss the manuscript with others without editorial permission.
- Not use or disclose unpublished information, data, methods, or findings obtained through the review process for personal, professional, or research purposes.
- Declare any actual or potential conflict of interest and decline the review where it may compromise their independence or objectivity.
- Promptly inform the Editor of any suspected plagiarism, fabrication or falsification of data, duplicate publication, unethical research practices, undisclosed conflicts of interest, or other ethical concerns.
- Avoid requesting unnecessary citations or references, particularly self-citation or citation to the reviewer’s own work, unless scientifically relevant and genuinely necessary.
- Submit the completed review report within 15 days of receiving the manuscript, or promptly request an extension if additional time is required.
- Base their recommendations solely on the scientific and scholarly merits of the manuscript and not on the authors’ nationality, institutional affiliation, personal characteristics, or other irrelevant factors.
